1.

Find the greatest number of digits from the unsorted array

2.

Create arrays from 0-9

3.

Check the value of the least significant digit (that has not checked yet) and append accordingly

4.

Merge all the arrays

5.

Repeat 2 - 4 until all the values are sorted
